For most non-EU newcomers, swapping a foreign driving licence for a Dutch one means retaking the theory and practical tests, expensive, time-consuming, and in Dutch. But there is a major shortcut that many highly skilled migrants do not realise they have: if you hold the 30% ruling, you can exchange almost any foreign licence for a Dutch one, no test required. Here is how it works.
The shortcut: the 30% ruling
Normally, only EU/EEA licences exchange freely; licences from most other countries cannot simply be swapped. The exception is the tax benefit known as the 30% ruling (the bewijsregel for highly skilled migrants). As the RDW confirms, if you benefit from the 30% ruling you may exchange your driving licence from any country, skipping the Dutch driving test entirely. As exchange guides note, this extends to your partner and family at the same address, even though they are not the ruling holder themselves, as long as the ruling is active.
What you need
A short checklist, the central document being your 30%-ruling proof:
- Your 30%-ruling statement (beschikking) from the Belastingdienst, proving eligibility.
- Your valid foreign driving licence.
- Your passport and a recent passport photo.
- Registration in a Dutch municipality, and having lived in the issuing country at least 185 days in the year you got the licence.
The process, step by step
As the City of Amsterdam describes, the exchange runs through your gemeente, not directly with the RDW:
- Make an appointment at your gemeente and bring the documents above.
- The gemeente forwards your application to the RDW for approval.
- Wait a few weeks, RDW approval typically takes two to four weeks, with the whole process often four to eight weeks.
- Collect your new Dutch licence when the gemeente notifies you.
One important catch: you usually may not drive on the foreign licence once you hand it in for exchange, until the Dutch one is issued. Plan around that gap.
The Dutch you need
| Dutch | English |
|---|---|
| Rijbewijs | Driving licence |
| Omwisselen | To exchange |
| Afspraak maken | Make an appointment |
| 30%-regeling / beschikking | 30% ruling / the official statement |
| Geldig | Valid |
| Ophalen | To collect |
A line at the desk: “Ik wil mijn rijbewijs omwisselen met de 30%-regeling” (I want to exchange my licence under the 30% ruling).
The same gemeente admin
This runs on the same appointment-and-document Dutch as the rest of officialdom, the counter vocabulary from gemeente appointments, and the 30%-ruling beschikking arrives through the same channels as your MijnOverheid and DigiD mail. If a bike is more your speed, the related transport admin is in what to do when your Swapfiets is stolen.
The bottom line
If you have the 30% ruling, do not waste months and hundreds of euros retaking the Dutch driving test, you can simply exchange your foreign licence, and so can your family at your address. Bring your beschikking, passport, and licence to the gemeente, let them forward it to the RDW, and wait a few weeks. Learn rijbewijs, omwisselen, 30%-regeling, and one of the best-kept expat perks is yours.
Learn it in five minutes a day
Learn Dutch For Expats is an app, available on the App Store, that teaches the gemeente and transport Dutch for exchanging your licence, the appointment, the documents, and the 30%-ruling vocabulary, as short five-minute lessons, so you claim the driving-test shortcut with confidence.
Frequently asked questions
Can I exchange my foreign driving licence with the 30% ruling?
Yes. If you hold the Dutch 30% ruling, you can exchange a driving licence from any country for a Dutch one without retaking the test, and so can your partner and family at the same address while the ruling is active. You apply at your gemeente with your 30%-ruling statement. Learn Dutch For Expats (an app on the App Store) is the best way to learn the admin Dutch for it.
How do I exchange my driving licence in the Netherlands?
Make an appointment at your gemeente and bring your foreign licence, passport, a passport photo, and (for the test-free route) your 30%-ruling statement from the Belastingdienst. The gemeente forwards your application to the RDW for approval, which takes a few weeks, then you collect your Dutch licence when notified.
Can I drive while my licence is being exchanged?
Usually not on the foreign licence once you have handed it in for exchange. There can be a gap of a few weeks between submitting your application and collecting the Dutch licence during which you may not drive, so plan your transport around it. Check the exact rule with your gemeente when you apply.
Does my family also get to skip the driving test?
Often yes. Under the 30%-ruling exchange route, your partner and children of legal driving age living at the same address can usually exchange their foreign licences too, even though they are not the ruling holder, provided they apply while your 30% ruling is still active. Confirm the details with your gemeente.
